Acceptance of other schemes

Overview of voluntary and national schemes accepted by ISCC

This section provides an overview of the voluntary and national schemes that are accepted by ISCC. The requirements described in the ISCC System Documents apply.

ISCC reserves the right to withdraw the acceptance of schemes in case of, for example, bankruptcy or indication of fraud of an accepted scheme. ISCC informs all relevant ISCC System Users and cooperating Certification Bodies through an ISCC System Update about the withdrawal of the acceptance. The information on this page is also updated accordingly.

All voluntary schemes and national schemes that are recognised by the European Commission in the context of the RED and FQD can deliver into ISCC supply chains (applicable for biomass but not waste and residues). Materials certified under those schemes can be accepted by ISCC certified operators as “EU RED COMPLIANT” or equivalent.

Accepted schemes:

Acceptance of biomass, intermediates and final biofuels and bioliquids as “ISCC COMPLIANT” is only possible if the whole upstream supply chain is ISCC certified and the material used in the supply chain consists entirely of ISCC material (at least on a quantity bookkeeping basis). The precondition for the acceptance of other schemes as “ISCC COMPLIANT” would be positive equivalence benchmark.

Waste and residues

The acceptance of particular materials from other schemes may impose a significant risk to the integrity and credibility of ISCC and claims made under ISCC. A high risk for example applies to such materials that are or may be eligible for additional incentives in individual EU Member States (e.g. double-counting), and are covered under the ISCC EU waste and residues certification process.

Precondition for the acceptance of other schemes under the waste and residues certification process is a benchmark by ISCC. Such material can then be accepted as “EU RED COMPLIANT” or equivalent.

Approach to include waste/residues based biofuels from producers certified under schemes other than ISCC in the ISCC supply chain

ISCC aims to minimise obstacles for the trade of sustainable materials. Therefore, ISCC has developed an approach for biofuels producers receiving ISCC certified waste/residues materials although they are not ISCC EU certified but certified under another voluntary certification scheme (those biofuel producers are currently not allowed to supply sustainable waste/residue based biofuels to ISCC certified recipients). Under specific circumstances and supply chain set ups, the approach would allow those biofuel producers to supply waste/residues based biofuels as sustainable to ISCC certified recipients. Biofuel producers have to apply to ISCC to implement this approach. Each case will be handled individually (case-by-case decision), and written confirmation from ISCC is required.

The following conditions apply:

  • The certified operational site is producing biofuel(s) eligible under the RED (the plant is producing e.g. biodiesel, bioethanol or HVO, green naphtha, green Jet, green LPG)
  • Any other certification scopes and upstream processing steps are not eligible for this approach
  • The entire ISCC certified waste/residues input material will only be used for the biofuel production process of the operational site
  • ISCC is entitled to be provided with information directly related to the ISCC certified supply base for specific batches of biofuels upon request without undue delay. The information must be verified by the certification body of the biofuel producer
  • The ISCC waste/residues material must be kept strictly separated from materials certified under other schemes on a mass balance (bookkeeping) basis by the biofuel producers. A physical segregation is not necessary
  • Credits from mass balances of other schemes can not be transferred to the mass balances of ISCC waste/residues material
  • Outgoing sustainability declarations (proofs of sustainability, PoS) issued by the biofuel producers under their respective scheme for relevant batches of biofuel must include the following statement:
    • “The x (insert amount) mt of biofuel that are covered by this sustainability declaration have been exclusively produced from ISCC certified input material”

Biofuel producers wishing to apply for the described approach are kindly asked to send a written request to ISCC at info@iscc-system.org. The request has to include at the least the name and address of the certified site, the scope of the current certification as well as the name of the certification scheme and the certification body that has issued the certificate.

Biofuels producers for which a positive decision has been made will be published here. ISCC certified recipients of biofuels are only allowed to include batches of biofuels in their ISCC mass balances from biofuel producers not certified under ISCC if the site of the biofuel producer is published accordingly on the ISCC website. Should recipients of sustainability declarations with the above-mentioned statement be in doubt of the eligibility, ISCC must be contacted for clarification.

Biofuel producers with positive decision:

Company name                                                    Address of operational site
Eni S.p.A. Division Refining & Marketing          Via dei Petroli 4, 30175 Venice (Italy)

The acceptance of voluntary schemes other than ISCC requires at least a positive equivalence benchmark. Currently, other certification schemes than ISCC are not accepted under ISCC PLUS.

In order to show that the entire supply chains from the farm/plantation or point origin was solely certified under ISCC, certified suppliers (certified under ISCC DE, ISCC EU or ISCC PLUS) must state ISCC COMPLIANT for delivered material.

Deliveries of raw material that was cultivated in Germany and proves to be SAI GOLD or SAI SILVER COMPLIANT can be accepted under ISCC PLUS as SAI GOLD COMPLIANT or SAI SILVER COMPLIANT.
