California’s Senate Bill No. 343 (SB 343), often referred to as the “Truth in Recycling” or “Truth in Labelling” law, introduces new requirements about how recyclability can be communicated on products and packaging in California. The bill forbids the use of the chasing arrows symbol and other recyclability indicators unless the product or packaging meets California’s statewide recyclability criteria. ISCC is closely monitoring these developments because they may affect the use of the ISCC circular onproduct logo for products sold in California.

Why Does SB 343 Matter for Users of the ISCC Circular On-Product Logo?

The current ISCC circular on‑product logo contains a chasing-arrows symbol to indicate the recycled origin of the raw material feedstock. ISCC does not certify the recyclability of products, and SB 343 regulates symbols that suggest recyclability. As a result, the existing ISCC circular logo will no longer be suitable for products manufactured for sale in California after the compliance date.

To ensure clarity and compliance, ISCC will provide an alternative version of the on‑product logo for circular feedstocks for brand owners. This way, brand owners can:

  • Continue communicating ISCC-certified recycled feedstock,
  • Without implying recyclability, which ISCC does not assess, and
  • Without using the chasing arrows symbol for ISCC-certified recycled feedstock.

When Does SB 343 Go into Effect?

SB 343 applies to products and packaging manufactured after October 4, 2026. This date is 18 months after the California Department of Resources Recycling and Recovery (CalRecycle) published the Final Findings Report on April 4, 2025, which provides the basis for recyclability criteria in the state.

Products or packaging manufactured before October 4, 2026, are not subject to the restrictions, regardless of when they are sold. 

Your Next Steps as a Brand Owner

If you sell ISCC-certified products or packaging in California, we recommend:

  • Check whether the ISCC circular (chasing arrows) on‑product logo appears on your product or packaging.
  • If so, contact ISCC using the ISCC Logo Application Form and share your current artwork with ISCC.
  • ISCC will provide the alternative circular logo version without the chasing arrows symbol.
  • Plan artwork changes so updated artwork can enter production before October 4, 2026.
