Since when is the application of the GHG methodology according to Annex VI, RED II  applicable? (29.01.2024) 

The requirements of the RED II are applicable since 1 July 2021. Since then, the application of the GHG methodology according to Annex VI RED II has been included in the ISCC EU system documents. Therefore, this method has been in force for an extended period. The EU commission confirmed again to all Voluntary Schemes in 2023 that this is the only method permissible for biomass fuels. ISCC strengthened the ISCC EU System Documents in this regard with the latest update from January 2024. The correlation of the update with the application of the requirements of the Regulation (EU) 2022/996 has led some system users to believe that the Annex VI, RED II method was only recently added, which is not the case. 

Official recognition for ISCC EU under RED II published

April 12, 2023 ISCC is pleased to announce that on the 12th of April, the European Commission (EC) has published the legal text of the official recognition of ISCC EU under the RED II. The Commission Implementing Decision (EU) 2022/602 shall enter into force on the day following that of its publication in the Official Journal of the European Union, which is the 13th of April. According to the European Commission (EC) there is currently no voluntary scheme officially recognised under the RED I (DIRECTIVE 2009/28/EC).* This means that all former recognitions of voluntary schemes under the RED I are obsolete as of 1st July 2021. Update Market Information for ISCC Certified System Users

August 24, 2021 Update market information for ISCC EU system users  (Note: The following information is only relevant for ISCC EU certified system users. It does not have any effect on ISCC PLUS or ISCC CORSIA supply chains).   August 11, 2021   Dear All  ISCC is continuing its efforts in ensuring that, as stated on the European Commission website, the recognition of the first voluntary schemes under the RED II will happen soon.  On the 10th of July 2021, the European Commission informed the Member States that some voluntary schemes have successfully passed the preliminary assessment for the formal recognition under RED II among them ISCC EU. This means that ISCC EU can be applied for all transactions of certified material demonstrating compliance with the sustainability and GHG emissions savings criteria

When should default or actual values be used?

When should default or actual values be used? Total (TDVs) and disaggregated default values(DDVs) are provided by the RED II in Annex V and Annex VI. These default values reflect biofuel, bioliquid and biomass fuel supply chains and processes, and are conservative estimates. Default values listed in Annex V and Annex VI can be applied only if the process technology, raw material and transport distance (for solid biomass fuels) used for the production of thefuel match the respective scope of the default value. Please note that not with all default values, the minimum GHG savings are achieved. Therefore, also individually calculated GHG values or “actual values” can/must be calculated based on the RED II methodology (Annex V and Annex VI)

Are Guarantees of Origin documents for biogas/ biomethane (GOs) accepted under ISCC EU to document compliance with the ISCC requirements for biogas/ biomethane? (29.01.2024)

No, Guarantees of Origin are not a substitute for valid PoS documents and are not applicable under the RED II (see Art. 19(4) RED II) and therefore also not under ISCC EU. Please see the latest version of ISCC EU System Document 203 “Traceability and Chain of Custody” (chapter 3.4.8).

How is the Sn factor calculated?  

The definition of the Sn factor in Part B of the Annex VI, RED II applies for calculating the GHG. The original version of the RED II contained two typos in the definitions that were corrected through a Corrigendum (published in the Official Journal of the European Union L 328 of 21 December 2018) :
