1. European Commission Has Given Positive Technical Assessment for the Updated ISCC EU System Documents under RED III

End of April 2025, the European Commission (EC) has given a positive technical assessment for the updated ISCC EU System Documents. The revisions were made to reflect the legal requirements of Directive (EU) 2023/2413 – commonly referred to as “RED III” – which amends Directive (EU) 2018/2001.

We have received the positive technical assessment under the RED III for the following scopes: 

  • Biofuels, bioliquids, and biomass fuels,
  • Renewable fuels of non-biological origin (RFNBOs), and recycled carbon fuels (RCFs), as well as
  • Co-processed fuels

The technical assessment of the ISCC EU forest biomass criteria under the RED III will follow shortly, pending further validation by the EC.

The updated ISCC EU System Documents also reflect relevant changes from ISCC System Updates distributed between January and November 2024. Each document includes a detailed summary of changes at the beginning. In addition to that, we also provide a document with an overview of all major changes on our website.

Date of Application

The new requirements will become mandatory as of 21 May 2025

From 21 May 2025, all ISCC EU audits (certification and surveillance audits) must be conducted in accordance with the updated requirements. This also applies to audits where scopes and/or materials are added (when deemed necessary by the auditor, see dedicated FAQs “Audit and Verification”).

ISCC EU certificates issued until 20 May 2025 that are based on the previous ISCC EU System Documents remain valid until their respective expiry date. Economic operators that currently hold a valid ISCC EU certificate do not need to undergo immediate re-certification audits.

All RED II compliant materials in stock that are certified by a voluntary or national scheme recognised by the EC under Directive (EU) 2018/2001 (“RED II”) until 20 May 2025 can be used to prove compliance with the sustainability and greenhouse gas (GHG) emissions savings criteria of the RED III.

By 21 May, the following updated documents will be available on the ISCC website:

  • ISCC EU audit procedures
  • ISCC EU templates for Sustainability Declarations and Proofs of Sustainability (PoS)
  • ISCC EU certificate template (also to be integrated into the ISCC HUB)

Additionally, we are finalising the integration of the new requirements into our Audit Procedure System (APS). This will enable auditors to conduct audits according to the RED III requirements directly with APS.
